What is the State?  Democracy?  What roles do institutional élites and common citizens play in governance? What are the proper roles for states, private firms, and civic associations, respectively, in promoting (or setting the terms of) economic development?  How can the contemporary decline of civic engagement be overcome through new forms of popular participation?  This course will address these and related questions through a close reading of classical and contemporary theory and case studies, and out-of-the classroom observation of local civic associations.  Students will read course texts, view related films, participate in classroom discussion, write several short papers, and engage in a semester-long participant-observation of a local civic association of their choosing.
